Carolyn
A. Brown, PhD is an Assistant Professor of Educational
Leadership and Policy at George Washington University. Dr. Brown
consults on institutional management and finance, and on
curriculum development for elementary, secondary and tertiary
education in the U.S. and abroad. She has been a teacher educator
for California State University and the University of California, Los
Angeles where she received her PhD in Education. Her research has
included a study of U.S. urban school management and finance with
the Anderson School of Management at UCLA and an evaluation study of
Special Education for the State of California. Dr. Brown has
consulted for the World Bank in Jamaica and was a visiting professor at
the University of Skopje, Macedonia where she worked to help implement
the Bologna protocols. She has been a teacher and
administrator in both public and private elementary and secondary
school. She has managed public, non-profit institutions and
private businesses. Her current research
interests are U.S and global educational finance policy and the
development of leaders for public institutions. Dr. Brown brings an integrated and
entrepreneurial approach to her work with public and educational institutions.
